Zero down is available only with remaining entitlement and when the loan otherwise meets VA and lender guidelines. It is not automatic for every veteran.

On-base housing is typically a lease. A VA purchase is a loan on a home you intend to occupy as your principal residence. They are different. Do not treat a purchased house as a rental while you stay in base housing and still call it a VA primary.
Stating the wrong occupancy to get a cheaper rate or a program that does not allow that use is occupancy fraud — a federal crime, not a paperwork preference.
