# Hill AFB / VA: Certificate of Eligibility and Occupancy

Hill Air Force Base is in Davis County, Utah. A VA purchase there still needs a Certificate of Eligibility and occupancy that matches how you will actually live. This is not a mill doorway, not a second-VA-loan clone, and not a restoration guide. Snapshot as of 2026-08.

Hill Air Force Base is in Davis County, Utah, west of I-15 between Ogden and Salt Lake City, adjacent to Clearfield and Layton. This page is COE and occupancy education, not a /hill-afb-mortgage mill.

## COE first, occupancy still separate

A Certificate of Eligibility shows remaining entitlement and is required to close a VA loan. Most lenders pull it from VA systems. Occupancy of the new property is a separate certification from the COE.

VA purchase occupancy is a program rule, not a slogan. If you still occupy a home with a VA loan, a second VA purchase is a remaining-entitlement and occupancy conversation, not an automatic yes. Zero down is available only with remaining entitlement and when the loan otherwise meets VA and lender guidelines. It is not automatic for every veteran.

## Base housing vs a purchase

What it isTypically a lease. Occupancy of the unit is a housing assignment, not a VA note.VA purchase occupancy is intent to occupy the subject as your principal home (timing is a program rule — confirm the handbook in force). PCS orders, unaccompanied tours, and keeping on-base housing are occupancy facts. Do not misstate occupancy to use VA on a rental.

On-base housing is typically a lease. A VA purchase is a loan on a home you intend to occupy as your principal residence. They are different. Do not treat a purchased house as a rental while you stay in base housing and still call it a VA primary.

Stating the wrong occupancy to get a cheaper rate or a program that does not allow that use is occupancy fraud — a federal crime, not a paperwork preference. Off-base purchases commonly sit along the I-15 / FrontRunner corridor (Clearfield, Layton, Roy, Clinton, Syracuse, Ogden, Kaysville). Commute and housing type are geography. These pages do not describe who should live in a neighborhood.
